About the office

A Member of County Assembly (MCA) is elected by the registered voters of one ward to represent them in the county assembly, the county's law-making and oversight body.

What the office does

  • Represents the ward in the county assembly
  • Makes county laws on the functions the Constitution gives counties, such as county health services, pre-primary education, county roads, agriculture and trade licences
  • Watches over the county executive: the governor and the county executive committee
  • Approves the county's plans and policies for its resources, infrastructure and institutions
  • Votes on the county budget

How the winner is decided

Voters in the ward elect one MCA on general election day, and the candidate with the most votes wins. Parties also nominate members to special seats, in proportion to the wards they win, so that no more than two-thirds of the assembly is of one gender and marginalised groups are represented.

Who can stand

  • A registered voter
  • Meets any educational, moral and ethical requirements set by the Constitution or an Act of Parliament, including Chapter Six on leadership and integrity
  • Nominated by a political party, or standing as an independent with the support of at least 500 registered voters in the ward
  • An independent must not have been a member of any political party in the three months before the election

Who cannot stand

  • Holds a State or public office, other than a seat in a county assembly
  • Was an IEBC commissioner at any time in the five years before the election
  • Has not been a Kenyan citizen for the full ten years before the election
  • Is of unsound mind
  • Is an undischarged bankrupt
  • Is serving a prison sentence of six months or more
  • Has been found, under any law, to have misused or abused a State or public office, or to have broken Chapter Six on leadership and integrity

Nominating with IEBC

What IEBC asks candidates to hand in. It confirms the list for each election in its nomination notice.

  • Party candidates: a nomination certificate from a fully registered political party
  • Independent candidates: clearance from the Registrar of Political Parties showing no party membership in the three months before the election, an IEBC-approved name and symbol, a list of supporters and an office in the electoral area
  • A copy of your ID card or passport, and passport photos on a white background, printed and digital
  • IEBC's nomination form, with a statutory declaration and a self-declaration form
  • The Electoral Code of Conduct, signed
  • The nomination fee, paid to IEBC by banker's cheque
Nomination fee

IEBC charged KSh 5,000 for this seat in 2017, and KSh 2,500 for women, youth and persons with disabilities. IEBC sets the 2027 fee in its nomination notice.

Changes to watch

In 2022 the High Court struck down the Elections Act's university degree requirement (Wambui & 10 others v Speaker of the National Assembly). In August 2026 IEBC said no degree is required of anyone standing in 2027. Proposals in Parliament could bring education requirements back, so check with IEBC before you file.

A Senate bill (Constitution of Kenya (Amendment) Bill, Senate Bills No. 7 of 2026) proposes barring sitting and recent governors from standing for the Senate or a county assembly. It is not law unless passed.

A disqualification counts only once every appeal or review of the sentence or decision is exhausted.
